how to wire 28v docking lights

I have an old set of morse docking lights. The bulbs are broken and the seals are bad so I am wanting to replace the "eyes" I found a set of new that have the same numbers as mine but they are 28v. They are only $20 so I would like to use them if I can. I can get 12v replacements as well but the only ones I found are around $80 each. I guess my question is how would I go about wiring the boat so I could run these as 28v?

Converting 12V to the 28V with the amount of current you need is going to run you way more than what new 12V docking lights are going to cost.
