How would I go about fixing this?

My speedo sender broke... looks like just vacuum tubing? (not really sure how it works)

Is this fixable? Do I need to replace the whole assembly or can I just splice in some more tubing and re-attach it? If so, how does it attach to the "paddle"?
Don't have the boat here at the moment so I can't investigate it.
I have a speedo on my GPS, but I like having all my gauges work so I'd like to fix it

the 'paddle' is called a pitot. if the tubing is long enough and not too brittle you can simply re-attach. otherwise, check here for parts...

It looks the the pitot tube broke off in the vacuum hose. If so, you will ned to remove the 3 screws and replace the pitot assembly. These are inexpensive and easy to replace. If your,re lucky, you will have enough slack in the hose that you can reattach it.

It's not a vacuum, it works on pressure. The hole is in the front of the pitot and the water pressure is what makes the speedometer work.

The nipple on the pitot tube has broken off. A new pitot assembly costs about 15 bucks if I remember correctly.

However, if you work carefully, you can drill the pitot and press in a piece of brass tubing available at model airplane and boat hobby shops then re-connect the tubing to it.

HOWEVER--- If you have a Mercury outboard, an impact hole is usually already in the front of the lower unit. You can connect the tubing to the existing tubing on the engine and never have to worry about breaking another pitot.
