hey guys i have a 1980 80hp mercury thunderbolt ignition outboard.. heres the issues

wont idle right..
backfires
can get it high idle on land but as soon as i drop the idle falls on its face
wont even fire up in the water..

here is what i've done to try to rectify the issues..

Rebuilt the carbs
changed the plugs
did a compression test 150 x4
replaced the power pack/control pack
put some fuel treatment in it..

i don't know if its a trigger or stator..
also i took it to a marina.. i don't think they wanted to work on it due to its age and said that's it got too much compression thats why..?... he said something is cracked... i then asked him well if something was cracked you would see some type of water build up inside the plugs or come type of corrosion..he didn't have a answer.. i asked it to put it together.. but another thing when i put my hand in front of the lower carb it dosent stall it out barely changes the idle but when i put my hand on top carb it stalls pretty quick, i do have some serious corrosion on the wires leading to the power pack from the stator and trigger.. PLEASE HELP..
if you would like to call XXX-XXX-XXXX i could explain in more detail..

sounds like you need to sync the carbs as well as set the timing.

Are both carb butterflies opening and closing the same from idle to WOT. Where did you set the floats? And the starting point for the needle. It sounds like a fuel or not enough fuel in the lower carb.
