Hull GRP repair question

Apologies in advance, I do not know the correct names for things...

Under my boat is a line of damage to the hull where the outer white coat (< what is that called btw?) has chipped off from the underlying GRP structure (see pic):

Can this be repaired?
If so, how?
What is the seriousness / problems associated with this kind of damage?

PLEASE ..... Limit the photo size to 640 x 480

Yes that can be repaired with a bit of fiberglass and a gel coat repair kit.

Fix it now before water infiltrates the fiberglass and causes further damage.
