Hull issues!!!! need help

Hello, I just bought this 1977 Fiberform boat I was inspecting the hull (should have done that before I bought it) and found some issues that I think need taken care of before it hits the water.. Here are some pictures I know the outside looks bad but it's just paint peeling off. Is there a way to test and see if these holes leak? and how do i repair them? thanks
