hydraulic lift problems on kicker

I have a 2002 15hp Yamaha 4 stroke kicker mounted on my boat. I am having problems with it not going up or down. If I unscrew the bolt on the lift itself air comes out and then it works just fine for awhile. Do I need to add any fluid to this or why the air problem? Thanks for the help.
