15' is a small boat and I never had over a 300 on boats of similar size and up a few feet. That's enough for normal situations in my opinion. Course if you are in an emergency there never is enough flow....course that's what a drain plug is for. Other thing is flow costs money and that is a consideration, as is an automatic switch. Again, having boats of that size, the only times I added the switch was for vacations where we left the boat moored on the lake overnight and I didn't want to have to worry about a squall coming up. I don't know what the larger units cost and where the price break is.
On plane, the outside water is away from the transom and you can pull the plug and let her drain. Just get it back in before you slow down and come off plane where the water rushes back to the transom. When I used to run small boats in rough water with a tiller engine, I'd pull the plug all the time (on the way back in) as I didn't have an electric pump. By the time I'd get back to the ramp, I'd be sopping wet. Texas coast in the summer time has calm mornings and at first light you get out there and get your fish. As the afternoon progresses, the thunderstorms form (squalls) and the wind picks up. Great thing about it is that you normally fished South of the launch so you came home with the wind. Had some happy times as a boy.
