The 640 Weekend is rated for 135HP so i would not put less that a 115HP on it myself. But if you only want to go 14 knots then the 60HP may be ok on it.
The 60Hp would even be working rather hard on the smaller 540 Cruiser too. I guess if all you want to do is idle around it would be ok too. Your weight would be about 2500lbs loaded with the 540 and that is to heavy in my opinion
for a 60HP. If you have 60HP Big Foot it would be better because of the bigger diameter propeller. That would give you more control over the boat and more engine torque, because of the gear ratio, to push the boat with.
I have very little experience with big boats and small engines. I run 150HP engines on 600 LB boats. So I would go to the lake and look for similar set ups and talk to the owners to see what they say about the boat and set up.
