I/O tilt/trim cylinders

I have a 1995 20 maxum with a 4.3 literlx with the alpha drive. the hydraulic cylinders that raise and lower the drive were frozen in the up position. I took them off and freed them up. One of the cylinder housings has some scratches in it that you can catch a fingernail on. can I use emery cloth to smooth them out and then put in a new seal kit? Also one of the stainless flex hose fittings would not come out of the cylinder housing. I had to drill it out. Do you know if the permatex thread repair material would work with this? It is rated for 128foot pounds of torque. Im not sure what kind of pressure will be on the fitting while running. Or is there a better way to fix the threads?
