Some thoughts on what I should look for .
Boat has twin 4.3 Volvo penta 2004 . New long blocks recently installed using old external parts except starter & alternator
Knowing the spring on my belt tensioner on starboard engine was weak .
At times would make noise ( so I thought ) . Belt was new, tight
I was able too pull belt up moving tensioner pulley part by hand .
Over weeks , Noise which sounds like a rattling bearing got louder & louder .
On idle , noise sounded like a bearing noise was noticeable
More throttle noise lessened ,
Eased up on throttle loud
More throttle sound lessened
Picked up a tensioner , replaced and noise is still there Did not throw parts since tensioner was weak but noise is clearly one of the pulleys .
Engine room tight , can not bend all the way down too pin point which pulley sound is coming from
. .
I had some power steering fluid in bilge . I am thinking power steering pump or power steering pump pulley bearing ??
At this point do not want too throw parts on the blind

Power steering is operating fine , smooth and no hard turning , If pump was bad I am thinking would clearly fight me.
IF bearing is bad would still work as it should ?.
What can I look for ?
Remove belt , Hand turn power steering pulley and hopefully hear some noise ?
On my boat power steering pump is connected to steering actuator off starboard engine .
Port engine has a power steering pump with pulley but no hoses ?? Mfg install PS on all engines .
Never checked but when I return too boat will check
I am assuming fluid whole openings are plugged
Pump Has fluid .
THINKING swap ? If the internal pump connected too actuator is NG , Swap , the pump acts now as a pulley like the other and might fix the problem . ??
Run PS off port engine with longer hoses but by the time I MCDYVER I can install another pump
Best way is too test each pulley off crank shaft with a adjustable make shift belt process of elimination
Engines are 4.3 GXI B , what other pumps can I use ?? Can I use a mercruiser ?
Some thoughts and ideas too resolve this issue
THANK YOU AS USUAL

If it's standard Gm type pump there not much to them. I bought a parts store reman pump without the can, pulled the pressure relief out of the marine one, put it in the truck pump and assembled. Worked fine. Autozone loans the tool to get the pulley off and on. I would pull belt and spin all the pulleys and waterpump by hand Smooth and no notchy-ness or fore/aft movement. A loose w/p impeller can make a hella racket. Merc gets something like $400 for a GM(Saginaw?)pump.

The p and t ports should be tied together, not plugged.

check for oil in both pumps

Pull belt and run motor for about 30 seconds to make sure its an accessory and not your motor

If you have to rebuild a PS pump, rebuild kits are $11. New pump insert is about $40

Follow Up
Ran motor Volvo Penta 4.3 a second or two, no accessories connected ( belt off too side ) same noise .
Originally thought it was from one of the pulleys . Clearly coming from crank shaft
Off I go back too rebuilder . Has 2 year warranty Installed new long blocks 6 months ago
