ID help please

A neighbor asked me to look at his motor. Not sure if it is a MERCURY, FORCE or MARINER.
COWL says TRACKER, FORCE POWER SERIES, by MERCURY. 1998 ELPT s/n OE323806. Also the plugs, 2, he removed were the surface discharge type while the new plugs sold to him are the standard side electrode type. The new plugs do not show any sign that they came in contact with the piston. I do have a SELOC manual covering all MERCS from 1990 to 00. Is a TRACKER some kind of morphodite engine built by MERC? Tracker is the boat brand which is owned by mercury.

Force is the outboard brand which is owned by mercury (in 1998).

You have a force motor which is made (I think) by tohatsu. Mercury owned a 49% stake in tohatsu in 1998.
