ID on 1960's Merc 400E

I just got a boat with an old merc inline 4. The model is 400E (40HP)? The serial is 13096XX.

Is there a chart where I can look up the year on this?

Well it appears to be a 1960. I went to Maxrules.com, but they only went back to 1971. I went to oldmercs.com and they had it.
