id this steury cabin cruiser

i was sent this pic of a steury boat by its owner
i am to go look at it this week ,was told it was 23' and 1977 or 1978
it has a merc 470 i/o in it

i found out it is a 1978

owner wanted 500-600 for it.
first thing i noticed was no windshield , was told it was taken out to restore boat.
inside of cabin was all weathered ,everthing was pulled away from cabin sides,
everthing was warped,lower unit would not stay up ,trailer was 2 axle but no brakes.
not worth the money he wanted
