Identify thru hull fitting

Just next to the drain plug in rear of inboard/outboard i have a plastic thru hull fitting. It has a hose on inside that connects to fitting and runs the forward and disappears around fuel tank, That fitting is leaking out the back when i fill the bilge area. My questions:

1. Purpose of the hose
2. Is replacement something a novice can do?

may be part of a "saltwater washdown" system or a drain for a forward cooler/fish well

Whatever it is, it sounds like you're going to have to reseal it. If there's a possibility it's been leaking for a while, I'd be a bit concerned with water having leached into the transom - you might want to get it checked out. Also, throw the plastic fitting away and get a brass one if it's below the waterline (which it sounds like it is) and put in a shutoff valve.

the water gathers in the motor compartment. bilge pump handles it very easily but i donnt want it to become worse. this is a skideck boat 18 ft. long with a 4.3 volvo

It doesn't matter where it gathers, or if the bilge pump can handle it or not. The problem is the water is leaking AROUND the fitting and getting into the wood transom (Yes, there is solid wood and plywood under all that fiberglass)
Re-read the post by MJ76 and get it fixed. Then worry about what it's for. And you will have to trace it out to find out. Could be a previous owner installation.

is the external part of the fitting threaded. what is the procedure for remove and replacing it.

Okay. I'm exposing my ignorance. I cannot for the life of me understand the purpose of the thru hull fitting I have found a leak in . This is a 18 foot ski/deck boat and the thru hull fitting is located just to the left of the hull drain in the transom. On the inside of the engine compartment it has a hose which leads up under the fuel tank. This boat is not for fishing so has no live wells. What on the earth is this thru hull and hose for?

How do you expect anybody here to answer that question.
You haven't even said what kind of boat, year, make, model, or anything else. Just that it's a fitting to the left of the drain plug......... (would that be starboard or port? and were you inside or outside the boat looking at it)
You also didn't even give a size of the hose, or the type of hose. Nothing, no details at all and expect an answer?
If you can't trace the hose to what it goes to, don't expect those without access to your boat to figure it out, especially without knowing what it is.

Its an 18 foot ski/deck with 4.3 volvo . Hole size I do not know it appears to be maybe 3/4 of an inch. It is on the left of the drain hole at the same level. Location as I said before is the transom.

That would be the port or your left as you are looking from the outside of the boat. As I said it leads up under the fuel tanks and disappears.

Take it to a dealer, you don't seem to be able to answer even simple questions like Make, Model, Year, or anything else about your boat except it's an 18ft ski/deck with a 4.3 Volvo.

4.3 Volvo OMC 1996. Even told you the side as you were looking from the outside. You seem to have some knowledge about these things but if thats not enough then I will try to get someone else to help me out. Thanks for your time.

I will give it a try. The only thing I can think this fitting would be for would be a fuel tank vent. But I dont understand why it would vent down below the water level. As I said I coach for a living so know nothing about the how a bout is constructed.

I can assure you it's not a fuel tank vent. Fuel tank vents are not below the water line.

prepare to have your boat impounded by the sheriff or coasties if your fuel tank vent is routed below the waterline. i doubt if your explanation that you are a coach will satify the fact that the installation is a severe safety violation and then some.

Okay guys
I found where the fitting goes. As was exposed in my questioning I'm not much on the boat thing. Anyway I discovered that in the front of the boat there is an ice chest built-in. I thought it was just a storage compartment. So as you can guess the hose leads up to that chest to drain the water. Sooooooooooo Now the big question is how am I gonna get down there to change the fitting.

If there is a will there is a way. Since we can't see it we can't tell you HOW to access it. You may have to remove parts of the boat to get to it, ie, seats, storage compartments, ect or take contortionist acrobatic tranning classes. :D
