Idle adjustment 150hp Evinrude

I have a 1986 150 hp Evinrude VRO. How would I adjust the idle rpm's? It idles around 700 in the water which causes the motor to stall

The idle adjustment is set with the large screw on the spark advance lever. The idle should be set when the boat is floating normally in the water and is in forward gear. Set it to between 650 and 750 rpm. You can't set it correctly on the trailer.
