Idle Button on 175 evinrude saltwater edition

I am trying to figure out what could be the problem. when i put the motor in gear it will not turn the prop. I was wondering if this motor has an electronic idle mech that can be stuck. because on the controls there is a button that can be pressed and you can then move the controls foward to rev up the engine when it is cold. if there is such a thing how would i check this or bypass this feature. (it does the same in reverse).

Does the shift cable move back at the motor? It could be broken. Or the control could be broken.
