Idle/gear change problem

Went out for a quick little ride tonight. Put the boat in and had to give it a little throttle to start it. It never really idled down but didn?t think anything of it. Got to where I was going and put it in the neutral position and it took a second to go from forward to neutral then it revved way past normal idle. I killed the motor and let it sit for a min then restarted it and it revved up again. When I came back in it did the same thing as far as taking a second to go into neutral and revving up. Have never had this problem. Any ideas??
This is a 1994 40 hp force, remote control.

All right a little more info this morning. Was out trying to figure this dang idle out and found that some of the throttle shutter shaft was broke. If looking into the carb there are two bolts that attach to it and it is broke where the right bolt is. I found the broken half laying in the bottom of the motor.

I set the carb to specs from my manual and fired it up. It idled like it should then I saw the throttle shaft jump forward and the motor started to rev up again. It just doesn?t seem like that little piece should have that affect but I guess it does??? And where in the world can I get a new piece.

Sorry for the long post, just trying to give enough info to get some help.
