Idle "issues"

I"m still working on my 92 model 90HP Evinrude. (TE90TLEND)

Got the crabs adjusted and performed link and synch. The engine still has issues idling in water. The idle speed is 750-800rpm. I brought the boat home and ran it in the yard until it got to operating temp. The engine will idle fine and but the level will change slightly and a puff of smoke comes out then it returns to normal. It may run for 10 seconds before it does it again or it may run 2-3 minutes. I've checked the fire and installed with QL77's(.030) and checked the compression (115-120). I've checked for water in the fuel, the fuel is fresh and the carbs have been rebuilt/cleaned. I've even checked all of my electrical connections and wiring thinking it was trying to short. Any ideas?

Sounds like a lean "sneeze" like condition.
Were the carbs rebuilt?

agree, possibly some little speck in a low speed jet.

Both carbs were completely rebuilt and cleaned, jets included. Also replaced fuel filter at the same time although the old one looked new on the inside. I personally checked the jets and they were cleaned with a piece of small copper wire.
Someone in the campground I go to said that the motor sounded noiser than it should and that I may have reed valve problem or the thermostat was stuck open.

a fleck of fuel hose, could have broken loose, a carb can be clean now, and something clog it in 5 minutes. especially if you have original fuel hoses on the motor.

You will have to adjust the carbs in the water, they will react differently with the back pressure created by being the water. You will have to richen the mixture a little.
