idle mixture 79 50hp seahorse

I am cleaning the carbs and when disassembling I noticed the idle screw plug was very loose on both the upper and lower carb. Does this mean that a.) the plug was very loose or b.) that this is an idle mixture adjustment screw. And if so what is a good place to start tuning it,i.e, how many turns out?

That screw is a plug screw and should have a RED gasket in back of it. It should be as tight as possible otherwise that passageway will draw air. Look closely into the hole and you'll see a brass slow speed orifice there which meters fuel, not air.
