Idle problem

I having trouble with 1988 48hp spl evinrude, will run fine at full speed driving, but will not staying running at slow speeds or idle and hard to start

First thing to do is a compression test.

^^agree with boobie. Then check spark (measure it with a tester -- should give you a half inch or so). If no spark/ignition issues, move on to carb work.
