Idle Problems

I have a 1981 75 hp Evinrude, when I pull the throttle back to netural the idle speed may be high (i.e. 1200 rpm and steady) the next time it maybe normal or low and steady. I have set the idle sync according to the manual, checked the high and low speed timming, cleaned and inspected the carbs, checked the controll cables everything seems to be correct, could ther be a power pack problem, timer base etc.

sounds like maybe the trigger link is sticking
could be bad power pack going also

Or the carbs aren't quite sync'd with each-other. One could be preventing the other butterflies from fully closing. I assume that you made certain the control is bringing the mechanism all the way back to the stop as well. Either/both of those could do that.
