Idle stall

I have a 1974 35hp merc O/B that when it idles for more than 10 or 15 seconds stalls. It sounds like its idling too low and is struggling for fuel but never stalls or has problems when the throttle is increased. what can i do to fix this problem?

also, my throttle is stiff and difficult to move ...what can be done to fix this as well?
