Idle while under power issue

The motor: '77 Mercury 115 Tower of Power

About 4 years ago I had my Merc totally rebuilt by a man in Milwaukee who works for Mercury. He specializes in the old Mercs and he did an incredible job! Every nut and bolt was taken off, the entire motor was went through right down to having it repainted and new decals. It runs amazing, and it's got great power and hole shot. The only issue is that I've never been able to put the boat in gear and just idle while moving. I can idle in gear on the muffs, or if it's on the trailer, but the minute the boat is floating and I put it into gear it will idle for maybe 30 seconds, then it starts to sputter until it dies within 5-6 seconds. If I throttle up, it gets the fuel and roars back to life.... but if I don't it dies. When I go to restart from that point I have to move the throttle lever up on the Mercontrol, turn it over for 3-4 seconds and it will roar back to life.

Yesterday I tried to keep a steady pressure on the fuel bulb to see if perhaps it was somehow sucking air or loosing prime. I could feel the fuel pump pulsing the fuel through the bulb and even as it dies there was no drop in pulsing or softness in the bulb.

When I got the motor back from the rebuild the guy told me to run double oil for 6 tanks of fuel before moving back to my 50:1 mix, and then he told me I would have to make a slight adjustment on each carb to achieve a good hole shot with normal oil mix. I followed those instructions and made the adjustment (very slight) and was very happy with the hole shot.

Other than that, I've not touched a single thing on the motor. My tach says that I'm idling around 800 rpm in gear and while it's running that 800 rpm is moving me around 3 mph. I don't think I need to increase my idle speed.

It feels like I'm loosing fuel to the carb(s) but I don't know how or why. Like I said, otherwise it runs like a sewing machine... or if I add a touch of throttle past full idle it runs great.... it's just when I first put it into gear so it's running as slowly as possible.

I've lost the contact info for my Merc guy so I've not been able to contact him to get some advice from him. I'm hoping some of you fellas might be able to offer me some advice.
