Idle Wire? What is it and how to adjust it?

I just put my carb back together after rebuild. Its on an 86' 25 HP tiller Mercury. My choke is a square knob that you pull out. It also has a bracket attached to it that squirts fuel from the little primer thing and it has a lever that connects to a thin stiff wire that goes up near the fly wheel. The parts diagram calls that wire an "idle wire". When you pull out the choke it appears that the wire is pulled and it seems to maybe advance the timing or something???? I really don't know. My problem is, that when I bought the motor, the bracket that wire attaches to on the choke, was broken. I bought a new one. I am just not sure how to adjust it. It has one of those little plastic mechanisms almost like a zip tie. I mean, that as you squeeze it, it has little teeth that grip tighter progressively.
Here is how I adjusted it now: I put the boat in neutral. Then I connected that idle wire to the lever on the choke. Then I started clicking it until the slack was out of the wire.
Is this correct? Any help would be great.

IDLE WIRE ADJUSTMENT
1. Push primer/fast idle knob completely in and rotate fully counterclockwise.
2. Shift engine to ?Neutral?.
3. Adjust (zip tie thingy) to remove all clearance/slack between idle wire and trigger.
4. Check fast idle speed by turning primer knob to full clockwise position. Fast idle speed should be 1500 ? 2000 RPM.

I don't have a primer/fast idle knob. I just have a square choke knob that attaches to the little primer pusher and that idle wire thing.

I think what he is saying is to push all the way in. The same lever should be able to turn clockwise and then back counter clockwise. Clockwise to increase idle. Pull all the way out and the primer is activated.

I have a 1985 Merc 24Hp. My 'idle wire' came off & I found it laying in the motor under the starter pulley. I know the curley part connects to the 'fast idle assembly' from parts lists but do not know what it connect to on the other end. Please let me know what to connect the 'idle wire' to.
