make sure you have 12 volts to it key on engine off, then test primary resistance from terminal to terminal, should be low ohms (like 8-15ish)test secondary resistance plug terminal to outside terminal, should be in the 10's of thouands range.
Checking the coil is not very accurate. You are measuring windings. If the coil is suspect replace it. Exactly what are you working on and what are your problems?
