Impeller gromet

I have a 2001 yamaha HPDI 150 and am trying to replace the impeller. there is a gromet on the shaft that seals the Water pump housing. It looks like it should just slide up the drive shaft so that I can get the impeller off but it will not move.

Any ideas.
