I searched and could not find a similar problem.
I have an Alpha I Gen II outdrive on a 2000 Regal that I operate mostly in salt water.
I changed the impeller (did not look bad) because I wasn't getting flow through the intake hose at the t-stat. With the new impeller - same result so I just removed the lower housing again, backflushed everything to be safe, made sure the tubes had been properly aligned. This time the impeller was shot - no missing blades but was obviously running dry. Taking a closer look - I am wondering if the erosion on the housing that separates the raw water intake from the exhaust is allowing air/exhaust to be sucked in and not water.
I was hoping to make it through this year then replace next year with SE 116. Here is a picture:
