Impeller pump base V6.Confusion.

Gday all.
Pulled my water pump for service and decided to yank out the base as well.Have I pulled this thing apart in 2 pieces?Should i leave the blue disc shape seal in or try and get it out.
Also as you can see ive cleaned up paint surface where it meets with mid section.anyone know if i should prime before marine enamel.

It came apart which is not unusual,walk the lower piece out and reassemble....
