impeller

The impeller was replaced on my 73/merc 650/65hp by my grandpa right before it was given to me.......now when the throttle is in neutral the prop turns CW with a clicking sound and CCW moves the powerhead.......did he put the lower unit on wrong? or could it be something inside the throttle control?

You need to drop the unit and put it and then engine in rev. gear and reinstall the unit, the upper and lower shift shafts are not in the same gear
