I?ve got a 1973 65hp Evinrude, Model # 65ESL-73R, and have read every post on WOT bogging down and still have not found a solution, so I figure I?d post my exact problem for the community to try and help.

Problem: Just before heading to the ramp, I test the motor on the hose and runs fine. Tilt motor up, drive to the ramp, and dump in. Immediate problem, hard to start. Occasionaly, there is very little smoke pumping out of the exhaust while turning over. The motor turnsover, and ?cycles? for 3 -4 seconds and stalls out again and again and again.
I finally get it started after a while of cranking and have to throw it in gear immediately to keep from stalling.
Once on the water, I?m at WOT for 3 -4 minutes and then the motor starts coughing and kicking. The boat will be cruising along and out of the blue, it will bog down for a few seconds and then kick back up for a few seconds, and then bogs back down again and running slower and slower. It eventually stalls out and damn near impossible to start back up in the water. (Had to troll it home). Now, my original fear was that it was overheating and seizing, but the block is only warm. I have tested the thermostat in a boiling pot and it opens and closes and the tell tale pours water. So the cooling system is working.
I pull the boat out of the water and back to the house, and put it on the hose and it starts right up and runs forever. (of course not WOT) Also, I put it in a barrel, and it idles great. (once again, did not do WOT)

Testing: Compression 1- 120 2-110 3-120. / Joe Reeves method set full advance timing to 18 BTDC (Manual says 22) / haven?t test the spark?..How do I test the plugs at WOT?

I pulled each carb and clean rebuilt with new needle valves, gasket, and seat only. Number 1 carb had a needle that looked like the tip had been snipped off. Didn?t help.

My question to everyone is that while rebuilding the carbs, I noticed they were all missing the gasket that slides up the main pick up tube. Now, I know this may be a very dumb question, but how important are those gaskets? (they are on order and should be here tomorrow.) When I look inside each carb as the motor is idling, I see a pool of fuel on the inside floor of the throat of each carb (see pic #1) I cant help but think that the fuel is showing up there because of the lack of the gaskets. And in turn,?flooding into the motor. I only think that because of two reasons: 1) When trouble starting, I have no smoke while cranking over. Can the flooding soak the spark plugs to the point there is no spark? And 2) Before leaving the boat ramp, I obviously tilt motor up and I think it drains any excess fuel in throat and allows for easier starting on the hose.

So my over all question, can the main pickup tube gaskets cause WOT bogging?

Is #39 the gasket you are talking about, if so it has to be there.

Plugs can be flooded to the point they will not fire.
You can check for spark at WOT with an inductive timing light, just clip it over the plugwire and see if the light flashes, if it does you have spark and move to the next wire.

yoe it will do this and make shure at the botom of the bowl is a jet the has to be clean to.

sounds like the feed hose going into the carbs to me. Sounds like the hose is breaking down and chunks are laying in the carb above the main Valve.
