That looks like the idle stop screw that advances or retards the idle but unless you've altered the timing I wouldn't move it. Instead, adjust the low speed screw in the carb at 800-1000 while engine is running in gear.
In reference to this thread, http://forums.iboats.com/mercury-ma...ew-stalls-idle-1988-mercury-35-hp-483927.html

Would you happen to know where the low speed needle is located? Which one is it? I actually have the 115tower of power same issue. Idles great out of water hooked to hose but once in water will idle occasionally as soon as put into gear it dies. But going into gear immediately almost wot it picks up and runs immaculate. Planes almost immediately and runs about 5200 wot.. help!!

There's one in each carb they are large slot screws and have to be adjusted engine running in forward in water, start with them 1 1/2 turns out then at about 1200 rpms turn each one slowly in until engine runs rough then turn it back out until engine smooths out (approx. 1 3/4 turns). When engine is running smoothly quickly throttle up and see if engine accelerates without hesitation, if it bogs out you may need to turn them out a little bit more.
