In search of RRitt cranial feedback

I have a 1978 Evinrude 150 V6 that the tilt/trim is giving me additional gray hair on.

Bought boat and motor REALLY cheap. Motor runs like a champ.
Drained all fluids from T/T.
Replaced MRV o-ring (was crushed)
Replaced fluids w ND30.
Manually raised and lowered motor about 30 times ensuring fluids were topped each time.
Had to open MRV to raise unit each time. Could not with it closed.
Changed dash switch and also direct fired the unit from the battery.
T/T motor runs and is audible in both directions.
Sounds like it wants to pull down or push up, but no reaction.
Tried compressed air in fill hole to see if an obstruction was hindering tilt down.
If I open MRV and pull motor up to top by hand, close MRV and let go, the motor drops down about 1/3 way.
All connections are good (wiring).
Trim pistons are stuck all way out. (boat sat 2 years with pistons out)

Aside from pulling this thing off and busting into the internals, any suggestions? Should I just use it for an anchor?
I would really like to salvage it if possible.
