increasing horse power in my T-50

I hope someone out there can help me answer this one. I have an 06 yamaha T-50. I fish the Kenai river in Alaska,which has a 35 hp motor limit. Locals use a 50hp "detuned" to comply. Recently there has been discussion of raising the limit to 50hp. If that happens I would like to upgrade my engine to 60hp because I also spend alot of time in the salt and would like to have as much hp as I can. I have been told that all i need to do is install a new emmision control module with 60hp parameters. Is this true or is someone pulling my leg?

How can they tell if your motor is de-tuned? How do they stop people from putting 35hp stickers on a 50hp?

To "detune" an outboard, Yamaha uses an air inlet restrictor plate that is visible to the enforcement people when being checked on the river. You have to pull the cowling and look inside the air inlet housing to see if the plate is in place. The dealer can only apply the new 35hp stickers after you purchase the restrictor from them. Removing the plate is fairly easy and takes about 3 minutes to do. Installation takes about the same amount of time.
