Inner transom plate missing?

Just got a 1989 ebbtide 170 with a 3.0 and it looks like the inner transom plate is missing? The outdrive is installed and intact, but the rear mounts aren't attached to anything? Sorry for the close crop, had to shrink it to fit. Just picked it up, haven't had a chance to more than look at it, work keeps getting in the way

Those are shipping ears for bolting to a pallet. The actual mounts are higher up even with the center of the crankshaft.
