I am replaceing a omc stringer with a merc alpha. The inside plate for the merc has two bolts froze up in the plate. I am thinking it would be easier to replace it being i can get one one for about $50 on ebay. My question is are the gen 1 and gen 2 inside plates inter changable? There are a few on there that say alpha1 gen1 or gen2

Why not? Why aren't they? The Alpha 1 & GEN ll plates are the same! The "Gimbal HSG's" are different.
The "bolts" you are referring are right under the motor mounts, correct?

Yes the two under the mounts were so coroaded the heads of the bolts fell off in my hand. I have some experience extracting bolts and taps out of cast iron but I am not sure of pulling a steel bolt out of aluminum.
