Installing a gas tank under the floor, have some q's

Hey guys I have a '67 StarCraft Holiday 18 foot aluminum boat that I'm going to convert from a run about to an open bow center console. Right now, I use a 5 gallon portable gas tank stored under the splash well. I would like to install a gas tank under the floor instead. Trouble is, this boat has a heavy 90 horsepower VRO on it, and with the batteries and gas tank back there, the splashwell sits pretty low in the water (If i stand on the transom, a little water comes in the drain holes). My thought is to store the batteries in the center console and the tank somewhere near the middle. Not knowing very much on weight distribution, and slosh, I'm wondering what the best plan of action is to mount this thing. I'm also a little confused on location for the fill cap, as well as how to effectively ventilate. I plan to install a new floor and fiberglass to the hull in an effort to create a water proof sole.
