I hate holes in boats below the water line, have you tested the sender to see it will work from inside the hull, many do.
Try wetting the floor and dropping the sender into a plastic bag, press the bag onto the wet floor to eliminate any air trapped between bag and hull skin.
Try a few locations to get the strongest signal; you must be in the water to check this.
Failing that, remove the old fitting, you may try heating the old fitting if it's a hard to get started.
Clean off all the old sealant and then wipe with a suitable solvent, dry fit the replacement first to ensure you have the right fit, then remove, apply suitable sealant and tighten with fingers only, remove any sealant that hes squeezed out. Leave it for 24 hours or more in cold climates and tighten after curing.
Tips:
do not over tighten when first installing, you need a layer of sealant and not a very thin one or it will not work.
Some sealants will damage plastic thru hull fitting, see manufacturer's recommendations.
