My 2003 40hp 2 cyl, 2cycle will not always achieve full rpm of 5400-5500. From time to time it is topping out at 4000 rpm @ WOT and suddenly starts running at 5400rpm and stays there. It may or may not act up the next time out and loading of the boat makes no difference. No missing, starting problems, smoke, or perceived lack of power at any point from hole shot to top speed. I have new fuel and plugs. The old ones were tan colored, which indicates to me they were not burnt. Fuel filter clean. The bulb remains firm. No clue where to start....
