Intermittent Lean Condition

I have a 1993 Evinrude 120 TLETFG 03293376.
Rebuilt last year overbored the cylinders .004
Cleaned carbs link and sync after rebuild.
Starts and runs fine for the first 4 or so times per trip. After that it will become difficult to start. It has a whistle and a wheeze right before it dies. May have to try and start it 5 or 6 times and will often take it out of gear, run up the throttle and it will work but still won't want to idle. When it is difficult to start it will idle low (around 500 RPM) normally idles around 8-1000.
Questions
1) Do you think replacing fuel lines, bulb and filter will solve?
2) Haven’t torqued bolts since the break in any possible effect there?
3) Any ideas why the problem would arise after running and fishing? Motor is not getting hot.
