Intermittent no crank/start condition

Hoping for some insight here. Was out last weekend with the family and stopped to fuel up at the marina. Once done, I went to start the motor and nothing, no crank, or click. All gauges, lights, stereo, etc. worked fine. So i went back to the motor and check the battery connections on both batteries and all tight and clean/good (regular nuts, not wing nuts). Tried again, nothing. Switched to my #2 battery, tried and got nothing. Messed with the switches for the interior lights and horn some and tried again and it fired up. No issue after that.
Soooo, this week i decided to do the troubleshooting the starting system with the test light per the instructions in the stickies. Everything tested good, except in the instructions #6, it says to touch the ground lead of the TL to the terminal 86 socket and the TL point to the 30 terminal and the TL is supposed to light. Mine didn't light and made the starter spin. Not sure what this means and if this could be my issue? I had a brand new spare relay so switched out the old one just in case.
Hooked everything back up, hooked the muffs and started her up. No issues with starting initially. Then shutoff and started numerous times to see if the issue would occur again. Out of about 20 start attempts, 2 or 3 times i would get the same no start/no crank/no click issue. Each time, I would play with the switches or the throttle control and it would start eventually. Question is, if the starting system checks out what else could cause this? Could it be something with the throttle control? I understand that the motor won't start if the throttle is in gear but if its in fast idle it should start. It's done this in the fast idle position so not sure that could be it.
Any ideas on what else to check would be most appreciated.

If you have the same old OMC control that I had used during the Volvo/OMC joint venture years, it's probably the issue. Neutral start switch gets out of adjustment. Problem is...its due to wear so no real way to fix it properly.

Next time this happens, put the gear selector back in the neutral detent position and wiggle the hell out of it and see if it starts to carnk.
