Problem solved. It turned out being a fuse in the starter circuit.
My boat mechanic told me about the yellow wire with red trace. After half-stepp testing the circuit, I homed in on the fuse. It had a hairline crack, hardly visible to the eye, but an ohm meter wasn't fooled.
The ignition switch is still 29 years old and getting a bit sticky. I may still replace it before it stays stuck, which would likely be on the water. Makes sense because I don't really use the boat on land.

BTW, having a manual made finding the fuse almost too easy. Advise to all, "get a manual."
