I believe that with closer inspection you will find that the 1989 2 cylinder 40 HP Evinrude does have a low speed needle. Check section 2 of your factory service manual for the correct initial setting.
BTW, In 1990 the setting was 2-1/4 turns out from gently seated in the factory manual and Seloc said 2 to 2-1/2

Initial setting is really of no importance since all you are trying to do is get the engine started. Adjusting them after that involves careful adjust the of the idle mixture and idle speed (mixture first, then speed), then repeat. And this MUST be done with the engine in the water and not on muffs. No backpressure causes improper settings.

I don't care for the Seloc's either but it's all I have for this particular model. Thanks., I'll try 2 1/4 and see if I can get it to run.
I was having trouble getting it to pick up on the bottom cylinder.
I had been fiddling with it a good while and was having to back the needles way out before it would run at all. It wasn't wanting to pick up on the bottom cylinder quite right so I pulled the carbs off and have them soaking. After a fuel sample it looks like the motor is going to have to have new fuel lines too...I'm getting a pinch of little black crumbs with every couple of cups of fuel. Going to eliminate the VRO pump while I am at it.
