Inverter/charger Error code

I purchased a Xantrex freedom HF 1800 inverter/charger.. I have spent the past two weekends trying to get it to work. I keep getting an Error code.. The manual tells me " error code E03.. AC output overload shutdown" For this action they reccomend (A) "Reduce the loads connected to the AC outlet of the unit" (B) "check appliances that have high surge ratings and disconnect if neccessary"..

Im at a loss here cause there is nothing pluged in or running.. after about 30 seconds I get the error code and audible alarm. Anyone with inverter expericance please help.. Im pulling what little hair I have left out..

Stick voltmeter probes into the outlet and then turn the unit on. If you see no voltage or if the voltage rises momentarily and then drops, you have a bad unit. Low input voltage may shut the unit down as well.
