Is 3.5PSI ok for fuel pump

I have a Mercruiser 898, Chevy 305 with the old style AC fuel pump with the glass overflow bowl. I am having problems bogging down and did a fuel pressure check that read 3.5PSI. The Mercruiser manual indicates 5.25-6.5 but I thought Don S mentioned (along with another trusted friend) that 3.5 is fine. Any thoughts? I just dont want to run out and buy a new pump if not necessary. Also I dont see any fuel in the glass bowl. We were thinking the diaphram may have a pin hole leak or some obstruction?
