Evertime I run the motor 1973 johnson 85hp and shut it down for like an hour I have tyo fully choke it to get it to start. Otherwise the starter just spins but no ignition. When I choke fully it'll ignite and shut off immediately the when I push the choke back in and start it normally it starts fine. (it hesitates while running but I'm working on that as well)

Big_He.... Hesitation can be caused by a sticking timer base (spark advance under the flywheel), but it appears that you also have fouled carburetors which could cause both problems.

Check the timer base (Look at it while advancing the throttle with the engine NOT RUNNING). It should slide smoothly through its travel. If not, find out why.

Remove the bottom side screw (7/16" hex head bolt with a slot in it) from the lower side of the carburetor float chambers. If the back side of any of those screws are gummed, discolored etc, the carbs are fouled. If so, remove, clean, and rebuild them.

Have you checked the owners manual to see what the proper starting procedure is. The reason why I ask is because of what I experienced with my 50hp merc.

I had to choke hard several times before I could get the thing to fire up and even then I had to give it gas quickly to get it running. Even after an hour or two after shutdown I had to choke it.
After looking at the procedure I found out that I wasn't doing things exactly right.
First, it told me to advance the throttle (out of gear of course) to the first stop location which is more of a fast idle speed. Then it told me to turn the key and choke if needed.
The thing now fires up every time on the first try. I still like to give it a little more gas immediately after it fires but, it works...
Take a look at the procedure before you start tearing into the motor. You may be doing it correctly right now, if you are then the carbs may need work....
