Is it ok for a 25 to be put into gear out of water but with the bunny ears over the intake ? I just didn't know about free spinning the prop without the load on it from the water

You should not try force it into gear if it is not running. ( I take it that its just an ordinary mechanical shift ... you dont say the year so cannot check)

If you do need to operate the shift while it is not running and it wont engage easily gently turn the prop while you try. Within half a turn it should engage.

Being in the water, or with flushing device fitted, is not relevant other than for running it.

Yes you can just don't rev the crap out of it on muffs, by muffs i'm assuming with the water on and the motor running.
