it can be done, has been done...but will you trust it once it's done? Transoms for outboards are built to withstand different stresses than I/O's. The cap and splashwell of fiberglass outboards are as much a part of the transom strength as the wood in the transom.
At the very least, you'll need to fabricate and glass in at least 2 knees to help support the transom from the forces of the outboard, and you will have to replace the transom since you will have a gaping hole where the outdrive was.
Essentially, the amount of work doing just the transom might be more than you want to deal with. On top of that, you may find ( likely ) that the stringers are in need of repair/replacement. If you are ambitious and have a good place to work on it, have at it. If not, then I'd let someone else pick up the boat for dirt cheap and move on to the next one. If the boat is just something you have to keep, then you might as well start preparing for a few itchy nights grinding fiberglass.
