Is my impeller working? 6hp 1990

I have a 1990 6 hp Johnson. I installed a new impeller. I just bought the outboard and installed the impeller kit. Water squirts from two places on the bottom of the motor, however, no water comes from the top where the exhaust comes out.

Should water come out of the top on this motor where the exhaust is? Attached is a photo and arrows where water comes out and does not.

Do you have the motor in a bucket of water with the water level above the water pump when you are testing it?

In other words, the point where you say you see water should be under water when you test.

You should have water running out of the tell tale at the lower engine cover whenever the engine is running.

Where is the tell tale? On my first post there is a photo, is the tell tale where I wrote " No water just exhaust" ?? I have the intake under water.

The telltale, if there is one, is on the right side (looking at engine from behind) rear, in the lower cowl pan. I believe I see it in the pic.

Follow the tube from the engine head down to the lower cowl.

If you don't know when the impeller was replaced, you're overdue.

The tell-tale outlet is what I circled in red on the picture. You are going to need a service manual for sure.
