Is my thermostat open or closed?

I have a 1991 VJ140TLEID johnson outboard. It runs cold when the water is cold so I'm thinking the thermostats are stuck open. It idles at like 85 degrees when the water temp is 70. Take a look at my thermostat.

That unit comes apart to reveal the vernatherm (thermostat) within it. I can't tell if they're there or not. I don't know whether you can purchase only the vernatherms or need to purchase the assemblies BUT.... I would say by your explanation that new thermoatats are required.
