Is power pack same on 50 & 48?

I have a 1984 evinrude 50 and 1992 johnson 48. I pulled the older 50 off and put the newer johnson on my 19ft pontoon. With the same prop my pontoon goes half the speed with the newer motor on. Carbs are clean and motor starts and runs great but is just slow. I pulled the plug wires one at a time and motor runs on both cylinders. Could this be the powerpack? If so would the powerpack on the older 50 work on the newer 48?

I squeezed the bulb which made no difference. When i pushed the choke in while running it bogged down. I disconnected the tan wire from temp sensor which also didnt make a difference. I am just starting to believe that the older 1984 evinrude 50 was just a stronger motor.
